This is the 2024 edition of the chaos map, focusing on companies engaged in location information business and marketing in Japan.
<Five Trends Emerging from the 2025 Chaos Map>
● Trend 1: Deepening Industry-Government-Academia Collaboration and Accelerating "Social Implementation"
Instances of private companies, government, and academic institutions deeply collaborating to solve issues have increased, alongside the birth of academia-born startups and the advancement of diverse public-private-academic collaborations, including OpenUAS. Projects directly linked to societal challenges such as disaster prevention, tourism, and urban planning have increased. The integration of knowledge from universities/think tanks, technology from companies, and institutional design/data provision from the government has created a three-in-one structure, accelerating the social implementation of research outcomes. Many universities and research institutions participate in LBMA Japan, expanding co-creation with member companies.
● Trend 2: Aggregation of Real-Time Location Information
Data that was traditionally fragmented by carriers, applications, and IoT devices is now integrated across platforms, and real-time linkage is advancing. This enables wide-ranging applications such as understanding people flow in cities and retail, mobility control, and disaster response. Moving beyond advertising and promotional use, a foundation for social infrastructure is being established, forming a mechanism that simultaneously supports the convenience of everyday life and the overall efficiency of society.
● Trend 3: 3D Measurement and Visualization Technology Reaches Practical Business Level
Measurement, which was primarily outdoors a few years ago, has recently expanded indoors to large commercial facilities, offices, and factories. In 2025, with the spread of Bluetooth beacons capable of height measurement, the evolution of atmospheric pressure-based height determination technology, and the advancement of government-led 3D city models and 3D map data development, combined with the sophistication of immersive visualization technology, practical utilization in diverse fields such as disaster prevention, smart cities, and work-style reform is becoming a reality.
● Trend 4: Evolution of Privacy-Enhancing Technologies (PETs)
Amid a global trend toward strengthening data governance, the penetration of PETs—such as Secure Multi-Party Computation (SMPC), Differential Privacy, Anonymization/Pseudonymization, Synthetic Data, and Federated Learning—is accelerating. An environment where everyone can safely utilize location information is being established. The effectiveness has significantly increased due to the popularization of the Device Location Data Utilization Guidelines by LBMA Japan and the growing number of companies adopting international standards for secure computation.
● Trend 5: On-site Implementation of Data Analysis and Category Subdivision
The division of roles in data analysis has become clear. AI and Data Science handle advanced analysis and model development, while Research/Think Tanks provide social trends and demand forecasting. Consulting supports the implementation for companies/local governments, and GIS/Area Marketing directly links to visualization and policy planning at the regional level. An integrated implementation system, spanning from research to field operations, has been established, greatly improving the maturity of the industry as a whole.
